Dear professor XIAO, ambassador LV, and Mr U Ko Ko Hlaing , Professor Ian Holliday，Professor Daw Chaw Chaw Sein，distinguished guests.

I'm pleased to be invited by Professor Li Chenyang to this symposium on Myanmar as an official in charge of China –Myanmar relations. I like to extend warm welcome to our friends coming from afar and congratulations to professor Xiao and Yunnan University. I believe today’s dialogue is meaningful in a way to enhance our communication and study on Myanmar, and push forward  relations between Myanmar and other countries in the world under the new circumstances.

I would like also to take this opportunity with you to exchange views on ChinaMyanmar relations.

We may see that China-Myanmar relations are extra-ordinarily good as evidenced that we can call each other BAOBO. My Myanmar friends told me that BAOBO means brothers by the same mother. China and Myanmar each has many neighbors, but only one BAOPO, which proves, the closeness and importance of our relations. China and Myanmar enjoy a long history of friendly exchanges. Recently, the TV drama name Legend of Southwest Dance and Music jointly filmed by Myanmar and China artists tells us how the prince of the Kingdom traveled with his dance group travelled twenty five years ago all the way from China to Changan, capital city of Tang Dynasty. It tells us the generation of friendship between China and Myanmar people.  After the founding of the People’s Republic of China, Premier Zhou Enlai and president Woo Ne Win visited each other nine and twelve times respectively, which is a remarkable history exchange stories? Now China and Myanmar have established comprehensive strategic partnership of cooperation, the highest level with neighboring countries. Geographically China and Myanmar are linked with common mountains and rivers, sharing the borderline of more than two thousand kilometers. There are cliffs in the border regions but cross border villages and people are living within hilling distance still healing distance. It is said that Myanmar is China’s the south gate and China is Myanmar’s home front. Our two countries are each other security and strategic defense. Neighbors are not to move; hence conflicts between neighbors are not vice events. In the 1960s, China and Myanmar addressed the border issues on the basis of mutual interests and coordination. Promoting friendly relations, which not only maintains the peace, stability and development of the border region, but also safeguards the lasting stability of our two countries? China and Myanmar have been in the same boat supporting each other. After the founding of the People’s Republic China,Myanmar was among the first countries of different social systems to recognize China. And it was among the first Asian countries signed a treaty of friendship and mutual non aggression with China. When Myanmar was under twenty years of sanctions from the west China has always been stick to non interference in a month internal affairs, while carried out extensive exchanges cooperation with Myanmar boldly in defense of Myanmar‘s interests on international occasions. In the New Year the good neighborhood tradition of supporting and helping each other has been carried on and strengthened. Last year, China offered an reserved support for Myanmar to hold the 23th Southeast Asian Games. China's vice president Liu Yandong attended the warm and splendid ceremony.  My Myanmar friends told me that has it not been help from China, the games will not be such as successful.

Cooperation between China and Myanmar enjoy mutual complimentarily and great potential. China has a vast market with vast financial and technical advantages with Myanmar, while Myanmar is rich in natural resources. Needless to say our economic cooperation is mutually complimentary. I believe experts on China-Myanmar relations in the present days will explore more potential China m cooperation. Take the TV drama as an example. The Drama has triggered hot discussions on the Internet in China, with 200,000comments from Net ease. The Chinese actor, who acts the princess, now has 50,000 fans on we bore a kind of Chinese twitter. And the drama also received a lot of praise in Myanmar, describing the corporation between Myanmar and China is far beyond the traditional areas such as economic and trade. Experts guests and friends, neighborhood relations are valued by all countries. Good neighbors near are better than relatives far away. Maintaining good neighborhood relations with Myanmar occupies a great position in China's neighborhood diplomacy. China's new leadership, president Xi Jinping and premier Li Keqiang and other leaders have met president Woo Thein SEIN and speak of the parliament. As a witness of these meetings, I was impressed that The Chinese leasers all the way addressed that, no matter how the international and domestic scenario changes, China shall pursue persistently friendly policy towards Myanmar. Frankly speaking, with some changes witnessed in Myanmar, the domestic scenario in recent years, China- Myanmar relations are faced with some complex factors. There are some doubts both in China and abroad. China- Myanmar relations experienced twists and twines. Should China adjust its policy towards Myanmar? China- Myanmar friendship can make its way through hardships for whatever difficulties all changes encountered, the two countries would strongly respect each other, support each other, and safeguard the mutual interest of each other based on the point that we have emphasized repeatedly that in order to maintain China friendship we should on one hand, to carry forward the good tradition formed in the long term friendly exchanges between the two countries. On the other hand, timely address new issues and challenges in our bilateral relations So as to Ensure the long term stable and healthy development of China-Myanmar relations. Here we have some thoughts on how to develop China relations next. The first step is to enhance strategic communication. As we know, maintaining high level exchanges is crucial for promoting the bilateral communications. We welcome Myanmar leaders to visit China and Chinese leaders are also willing to go to visit Myanmar at the convenience of both sides. China would like to enhance exchanges and cooperation with Myanmar. Political parities and parliament should learn from each other the experience of running parties and management political affairs as well. The conference marking the anniversary of the Five Principles of Coexistence proposed by China, India and Myanmar is successfully held in June in Beijing. President Woo Thein Sien visited China and attended to relevant commemorative activities, jointly promoting the spirit of the important basic principles of international relations and effectively pushes China and Myanmar relations forward to a new level.

Second to deepen China member economy trade cooperation, the Chinese leaders emphasized time and again that China is willing to enhance cooperation with my mom in line with Principle of mutual benefits and win-win results. We’ll take care of each other’s concerns. In other words, China will not only develop itself, but also bring more benefit of China’s reform and opening up to its neighboring countries, Myanmar included. In recent years we have undertaken possibility studies and given feed backs on our cultural loans. It proved that the people’s livelihood and infrastructure are what Myanmar side most care about. We learned that one of the focal points that experts have been discussing these days is that China-Myanmar large scale projects corporation. We quite understand that after the political transformation of Myanmar, large scale projects represented by Misong Power Station was hindered by some complex factors in China-Myanmar relations. We also learned that foreign countries including Chinese ones have abandoned their plans to invest in memory. But fortunately, it is encouraging that with the joint efforts of our two sides, some problems have been addressed properly. As for the next step, Suggestion would be that we should enhance coordination in our economic and trade cooperation in order to secure a long term large scale projects such as China- Myanmar oil pipeline, to promote the projects around the areas for improving the local people’s livelihood and to achieve the maximum of economic social benefit. We should also keep on coordinating issue such as Misong Power station seeking appropriate solution as soon as possible so as to rebuild the confidence of comprehensive from the both sides. The Chinese side attached great importance to harbors, industrial park and advantages for cooperation. We expected the support from the Myanmar side to the Chinese companies, so that we could work together to make this project a new model for China-Myanmar win-win cooperation.

Thirdly, to address the Myanmar issue appropriately such issues of China- Myanmar border region, and we always emphasize to our Myanmar friends that north Myanmar issue affects the stability of the border region as well as the safety of the large scale projects in this region.  Since the founding of Myanmar‘s new government, it has been developed the domestic reconciliation process by resolving difference with local armed compositions through peace dialogues and that has bad achievements for peace building process  . We expect Myanmar’s sovereignty and territory integrity and would certainly play a constructive role in Myanmar’s peace progress so as to maintain the prosperity and stability of China-Myanmar border region.

Fourthly, to promote people to people and cultural exchanges and to lay social and public opinion foundations of our friendship. Relations between two countries are based on two people of the countries. Therefore, the long-term stability of China-Myanmar relation is based on the understanding and support by people of two countries. I visited Myanmar several times before and have received Myanmar delegations of different levels and areas. Based on my experience I feel that from national leaders to ordinary people have the strong willingness to promote comprehensive cooperation among people and cultural exchanges with China. It have been affected by various factors such as the influence of the western media, and the understanding between the two people are still not adequate sometimes even misunderstanding. Admittedly there are some deficiency in our people to people and cultural exchanges which indicates the essentiality and potential rooms for improvement. Relevant departments from both countries are working on the consensus reached during the visit to Myanmar by our vice president Liu Yandong, promoting bilateral corporation by culture, sports, Buddhism and education, health, film ,TV dramas so as to improve the cooperation between  two countries’ comprehensive and strategic partnership cooperation. Iit has been three years since Myanmar’s potential transformation with the reform and opening up going on steadily and positively on domestic political reconciliation, economic development, livelihood improvement and foreign exchange expansion. China, as a friendly neighboring country will always respect and support Myanmar s decision to choose its sustainable and suitable path for development independently based on its national condition. China hopes Myanmar keeps the train of stability and development. The practice of China’s opening up and reform tells us that it is the key to tick to the right direction in the reform. We should not lose ourselves in the path of reform and development. Development is our goal, reform is the driving forces, stability is the foundation, and without stability reform and development will have no way out. With the coordination and corporation of Myanmar parliament, government and ruling party the support of think tanks, we believe that the people of Myanmar will have the ability and wisdom to realize balance between reform, stability and move forward to the course of national improvement and progress. To conclude, China would like to make concerted efforts with Myanmar to encounter challenges, deepen mutual beneficial cooperation, promoting regional peace and stability and make due contribution to world peace and stability. Finally I wish the symposium a complete success, thank you again.
