My title is about the programs between China and Myanmar relations. The first part I want to say that our bilateral relations are Basically good, especially in the governmental level. I think in the governmental level, China-Myanmar relations have no problems and are very good.

China-Myanmar Paukphaw friendship has long history, and two countries help each other in the international society just like brothers.

And also in the past three years, after Myanmar’s new government was established, I think China and Myanmar top leaders have maintained very frequent mutual visits. For example, in the first half of this year, there are several times very top level meetings between China and Myanmar top leaders. For example, Myanmar President and China president just met last month. And also the speaker of the Myanmar Parliament visited China. And also the Vice President of Myanmar visited China in the first half of the year. And also the commander Chief of the Air Force of Myanmar visited China. So there are also some Chinese military officers and officials visited Myanmar Ithe first half of the year. So I think the problems or the bilateral relations are mainly the people to people relations are in the started level.

So first I think that the two countries people’s negative sentiments towards each other are growing. This is a very serious problem to bilateral relations. The criticism and protest from Myanmar media, NGOs and people are increasing. For instance, the they criticize Myanmar-China Oil and Gas Pipelines project, the proposed Kunming- Kyaukphyu railway, protest against some illegal Chinese immigrants’activities in Mandalay, Shan State, Kachin State, object China’s fake products in Myanmar market; and so on. In a word, the negative sentiments toward China spread in the whole society. Also similarly, many Chinese netcitizens consider that Myanmar develops good relations with western countries, and the Myanmar-China relations become estranged from each other. In recent years, China’s interests in Myanmar have met great loss.This is just a fact in China’s internet comments. So the suspicion and dissatisfaction sentiments in China’s people toward Myanmar are also increasing. And also that the China’s investment in Myanmar has also decreased a lot in the past three years. For example, in 2010, China’s investment towards Myanmar was at the highest point. It’s more than $10billion to Myanmar. But last year, China’s investment in Myanmar was just $310million. In the first and foremost of this year it’s just $15million, the low point in history. I think there are three reasons in Chinese and Myanmar people’s negative sentiments are growing.

One the one hand, the people to people interchange is little between two countries, and has little knowledge between each other, instead, there are lots of misunderstanding toward each other. Most of the Chinese enterprises and its workers in Myanmar show hospitality to Myanmar people, and they have done some good deeds in Myanmar, but China enterprises has done little publicity about its actions benefiting the people. In addition, most of the Myanmar people don’t know Chinese language, so they can’t read the relevant news from Chinese media. I think the Myanmar people’s news resources are mainly from the Myanmar media , the west media. So this is the reason.

On the other hand, some China enterprises and workers offend Myanmar people’interests, some China enterprises don’t give the equal pay to Myanmar workers compared to Chinese workers, and some rich Chinese in Myanmar show pride toward Myanmar workers. These phenomenons generate Myanmar peoples’protest. But I want to point out that, some western media and some Myanmar media exaggerate the fact, so this generates some antiChinese sentiments in Myanmar.

And on the other hand, many Myanmar people connect their anti-military government sentiments with the anti-China sentiments. So this is another reason.

Also another problem is the trade deficit between China and Myanmar. Now I think China is the biggest trade deficit country to Myanmar. Last year the trade deficit between China and Myanmar is more than $4billion. That means that simply speaking, China has more money from Myanmar. But I want to tell a fact that now Myanmar is developing economy it needs a lot of equipment and mercenary from the international markets. I think compare to the price of the western countries‘equipment and mercenary, China’s equipment and mercenary is the low price. So I think Myanmar imports more China’s equipment , Myanmar has saved some money, the future picture is that if Myanmar‘s industry has the ability to export, I think China’s market will be a good destiny, so In the future I think the trade balance between the two countries will be realized.

The third point is that the bilateral strategic mutual trust deficit is growing.The two countries have mutual misunderstanding and mutual fear to each other.This situation damages two countries’comprehensive cooperation. Because that frankly speaking now China is rising very fast, it’s generating worry in our neighbor countries including Myanmar and also other Southeast Asian countries.

 My advices to promote bilateral relations are:

Strengthen and normalize bilateral people to people exchanges. Two countries should promote more visits between media people, students, businessmen, scholars, social elites, and common people, to enhance the people’s mutual understanding, to decrease the misunderstanding. And to make the rumors between two countries to disappear. Especially, two countries should take concrete measures to increase the number of the returned student to each other, every year it could reach 100 students for each countries it will be better. Only if two countries people establish stable friendship, two counties relations will be stable.

And carefully resolve the trans-border issues. China and Myanmar can cooperate to manage transnational crimes, two-way illegal immigrants’problem. Two countries should work together to accelerate the construction of Muse-Jiegao cross-border economic cooperation area, to vitalize border areas and enrich the people living there.

And China and Myanmar should cooperate more in the fields of promoting livelihood of Myanmar people.China should donate its aid more to the local people to meet their requirements, to improve China’s image. For instance, China’s aid should help Myanmar villages to get the clean drinking water, to donate some LNG bus the yongong, Madeley or other cities , to give modern teaching equipment to the schools.

Meantime, Myanmar side can cooperate with China to build more projects benefiting the people’s livelihood. Myanmar media also can report more about China’s good work in Myanmar, to guide Myanmar people to have objective attitude toward China.
