Mr. Kim began his career as a trained military officer after he graduated from Korea Military Academy with BS in Seoul. He further studied master’s course in public administration at Cheongju University in Chungbuk.

After joining Provincial Government, he worked in the planning department most of his time as a deputy director. He was promoted as a director in 2000 and he oversaw divisions like economy division, corporate support division and other economy related divisions. In year 2005, as a deputy County Executive, he played a major role in building cooperative relationship between Geosan County in Chungbuk and Gian city in China.

With his exceptional leadership, he was promoted to the Director General and he took positions like the Director General of Balanced Development Bureau, Director General of Economy and Trade Bureau of which main roles were not only economic issues but China related exchange and business activities. One of the featured projects he was deeply involved in among many was “China World Project”.

Mr. Kim was promoted in 2013 as a Secretary General of Chungbuk Provincial Council.

Mr. Kim is a author of “Research on the New Administrative Law”.
